U.S. Treasury Secretary Scott Bessent said he proposed an AI safety notification system during talks with Chinese Vice Premier He Lifeng in New York. The concept would sit within a new bilateral AI dialogue and cover common threats or incidents that reach a national-security threshold.

The proposal is intended for Presidents Donald Trump and Xi Jinping to consider at their upcoming summit. China’s public readout only briefly acknowledged AI discussions, and sophisticated chip export controls were not part of the notification-mechanism talks.
